TÜBİTAK TÜSSİDE is proud to have collaborated with Istanbul Technical University to hold the 2016 Management Sciences Symposium “Management Sciences Implementation in Government and the Private Sector” on December 08-09, 2016.
The program was attended by former Education Minister Prof. Dr. Ömer Dinçer, Istanbul Technical University Rector Prof. Dr. Mehmet Karaca, TÜBİTAK President Prof. Dr. A. Arif Ergin, Istanbul Technical University Business School Dean Prof. Dr. Lütfihak Alpkan, TÜSSİDE Institute Director Tezer Battal, academics, researchers, and civil servants.
The Symposium’s Co-Chairs, Mr. Battal and Prof. Dr. Alpkan opened the proceedings followed by welcoming statements by Prof Dr. Ergin in which he stressed that management culture should be based on scientific principles in the fields of social sciences, the humanities , and engineering. Prof. Dr. Karaca then welcomed the participants and shared some of the many contributions Istanbul Technical University has made to management sciences.
Prof. Dr. Dinçer shared his experiences as Minister in the 60th and 61st cabinets of the Republic of Turkey in a speech titled “From State Governance to Public Administration.” As cabinet member, Prof. Dr. Dinçer was able to observe the situation before and after the government was restructured and generously related those observations and experiences with the audience.
The 92 year old founder of Istanbul Technical University’s Business School, Prof. Dr. Zeyyat Hatipoğlu, shared his considerable and enlightening experiences in changing public and private sector management practices since the 1940s.
Following the opening speeches, invited panelists discussed “management sciences implementation in the public sector” under the chairmanship of Kombassan Holding Chairman and former Minister of Energy, Mr. Ali Rıza Alboyun. The panel consisted of Prof. Dr. Murat Yülek (member of Istanbul Commerce University’s faculty and TÜBİTAK’s Scientific Board), Associate Prof. Dr. Ömer Bolat (3rd General Chair of MÜSİAD, the Independent Industrialists’ and Businessmen’s Association), and Mr. Çağtay Telli (Ministry of Development). The panel discussed the needs that have arisen out of changes to the public administration field, with a particular focus on the need for change management in government organizations.
The afternoon sessions consisted of oral presentations of 18 accepted papers that addressed the management sciences areas of public administration, transport and logistics, information management, social policy in government, and science-based decision making.
The second day of the Symposium started with a panel discussion on “management sciences implementation in the private sector” under the chairmanship of Istanbul Technical University Business School faculty member Associate Prof. Dr. Deniz Tunçalp. The panel consisted of Mr. Özgür Tort (CEO of Migros), Ms. Evrim Hizaler (CEO of Adel Kalem), and Dr. Nusret Yurter (CEO of Taze & Kuru Inc.). The panelists shared their experiences with corporate and entreprenerial decision making, managing workflows, and human resources challenges.
Following the panel session, 19 oral presentations of accepted papers were conducted in parallel sessions in the areas of strategic management, production management, management approaches, human resources management and quality & performance management.
