Phase 2 of the Human Resources Management Project Signed with Kocaeli Metropolitan Municipality

"Human Resources Management Project" was signed between Kocaeli Metropolitan Municipality and TÜBİTAK TÜSSİDE on March 06, 2017. The main objective of this project, which is a continuation of the "Human Resources Management Project", the first phase of which was carried out with Kocaeli Metropolitan Municipality in 2016, is to define Human Resources activities including Performance Management and Workforce Calculation for the purposes of methodological management of municipal services that show a complex structure at different scales, maximizing citizen satisfaction and creating competent staff.

By the end of 2017, the following activities will be realized within the scope of the project:

  • Revision of job descriptions
  • Revision of job requirements
  • Updating organization guidelines
  • Determination of labor supply and demand through the Human Resources Planning process
  • Creation of Personnel Distribution Tables (PDC) that will enable the ideal number of personnel in each unit in the municipality and the qualifications that meet the job requirements
  • Establishing unit-based Performance Indicators in line with strategic plan targets and workloads
  • Job analysis for HR decision makers and determination of Performance Indicator coefficients according to strategic plans or workload
