"Human Resources Management Project" was signed between Kocaeli Metropolitan Municipality and TÜBİTAK TÜSSİDE on 06 March 2017. The main goal of this project, which is a continuation of the "Human Resources Management Project", the first phase of which was carried out with Kocaeli Metropolitan Municipality in 2016; Municipal services with varying scales and complex structures; It is the definition of Human Resources activities including Performance Management and Workforce Calculation for the purposes of methodological management, maximizing citizen satisfaction and creating competent staff.
The following activities will be carried out within the scope of the project, which will be completed by the end of 2017:
- Revising job descriptions
- Revising job requirements
- Updating organizational guidelines
- Determining labor supply and demand through the Human Resources Planning process
- Creation of Personnel Distribution Tables (PDC) that will allow the ideal number of personnel to work in each unit in the municipality and who are qualified to meet the job requirements.
- Creating unit-based Performance Indicators in line with strategic plan targets and workloads
- Creating job analyzes for HR decision makers and determining Performance Indicator coefficients according to their strategic plans or workload
