In accordance with the strategic framework of TÜBİTAK TÜSSİDE, "National Science, Technology and Innovation Strategy (UBTYS) 2011-2016", in the Eastern Black Sea Region;

With the 28th meeting of the Supreme Council of Science and Technology, which is the highest decision-making body in establishing science and technology policies in Turkey, held on January 6, 2015, with the main agenda being 'National Innovation and Entrepreneurship System', studies were initiated to develop the entrepreneurship and innovation ecosystem on a national scale. .

In this regard, TÜBİTAK TÜSSİDE, in cooperation with the Eastern Black Sea Project Regional Development Administration (DOKAP BKİ), has developed entrepreneurship and innovation ecosystems in 9 provinces in the Eastern Black Sea region (Artvin, Bayburt, Giresun, Gümüşhane, Ordu, Rize, Samsun, Tokat and Trabzon). By analyzing the current situation, problems, opportunities and potential development areas, carrying out project studies for priority intervention areas, and presenting strategic road maps; It has started to carry out the Entrepreneurship and Innovation Research Project in order to increase the innovation and entrepreneurship capacity, competitiveness and income level of the region and to support sustainable development.

Within the scope of the project, the entrepreneurship and innovation infrastructure of organized industrial zones (OIZs) and small industrial sites (KSS), technology development zones (TGM) and business development centers (İŞGEM), universities, SMEs and free zones in the region are analyzed, field interviews and surveys are conducted. Strategic road maps are prepared by determining the needs of the region through workshops. In addition, activities to determine cluster potential and create a cluster road map to increase competitiveness in the region, as well as system/model establishment and feasibility analyzes to increase entrepreneurship and innovation capacity on a regional scale, are also carried out.
